Justice Minister Fikrat Mammadov has made a special statement to foreign justice ministers regarding Armenia's massacre in Barda. Armenia bombed Barda with cluster bombs and ballistic missiles. According to the international law, this kind of weapons did not abandon the willful inhuman actions aimed at the civilian population.

According to the E-huquq az, the statement is about the horrors caused by the terrorist and military provocations of Armenia against Azerbaijan, and the tragic events in Barda. The attack to Barda became even more depraved due to the do to reticence from the international community on bombing of Ganja.

Three volunteers of the Azerbaijan Red Crescent Society, 21 civilians were killed and more than 70 wondered, as a result of rocket attacks on a densely populated part of the Barda region on October 28. It is tens of kilometers from the conflict zone. It was stressed that these atrocities committed by Armenians do not fit into any humanity.

In the past month since the beginning of the conflict, more than 90 civilians, including 11 children, have been killed, about 400 injured, and about 3,000 homes and civilian facilities destroyed or seriously damaged. Oil pipelines, which play an important role in Europe's energy security, are also under fire. It was noted that Armenia aims to internationalize the conflict and involve third countries by launching these strikes from its territory.

It was noted that the UN Secretary General and the European Union issued statements condemning the attacks on populated areas and their complete inadmissibility, as well as saying that the firing on civilians and facilities should be stopped. However, ignoring these calls, Armenia's cowardly attacks on the civilian population have led to a steady increase in the number of killed and wounded, drawing the attention of foreign colleagues to the fact that even members of the diplomatic corps who visited cities terrorized by Armenians came under artillery fire.

In addition, Armenia violated the requirements of the Chicago Convention by smuggling weapons into the country using civil aviation under the pretext of humanitarian aid, and in this regard, Azerbaijan appealed to the International Civil Aviation Organization (ICAO).

It was noted that, unlike Armenia, Azerbaijan, which fights for its homeland and only on its territory without any external support, despite its clear advantage on the battlefield, seek bloodshed to save lives and supports peace negotiations to resolve the conflict politically.
The Minister of Justice expressed hope that they would take effective measures to protect the lives of civilians by drawing the attention of their foreign colleagues to this problem again.
