On June 29, the Council of Bars and Law Societies of Europe (CCBE) and the Bar Association of the Republic of Azerbaijan jointly organized an online webinar on "The role of the European Court of Human Rights (ECHR) and eligibility criteria - theory and practice."
Opening the event, Anar Bagirov stressed the importance of such large-scale joint events between the two organizations, the work done by the Bar Association over the past 3 years, future membership of the Board in CCBE, the current situation in Azerbaijan in the fight against Covid-19. He said that he would be pleased to see the leadership of the CCBE in Baku and the Board, e-huquq.az reports.
CCBE President Margareth Von Galen also gave information to the Azerbaijani participants on the CCBE, spoke extensively about the CCBE's mission to protect the rule of law, protect fundamental human rights and freedoms, and more.
Then, Roman Zavsrek, Chairman of the Peco Committee of the CCBE, spoke about the role of the ECHR in the protection of human rights, the principles of the subsidiary organization, the history and structure of the ECHR, and more.He also informed the participants about the appointment of judges at the ECHR and the procedure for consideration of appeals.
Stephan Von Raumer, Chairman of the CCBE Human Rights Committee, also spoke at the webinar on "Eligibility Criteria and Official Requirements for Appeals to the ECHR." He informed about the criteria of acceptance, ratione materiae, ratione personae, ratione temporis, ratione loci. S. Raumer also informed the participants of the ECHR Protocol No. 15, which is one of the important changes, on the reduction of the 6-month period for appealing to the court to 4 months and its application.
In addition, Roman Zawsrek and Stefan von Raumer then provided the webinar participants with practical information on how to fill out an application form to the ECHR and shared their personal experiences.
In the last part of the webinar, all the questions addressed by the participants were answered by the trainers.In conclusion, Anar Bagirov expressed a gratitude to CCBE and the participants of the event, noting that such events will continue.
