"It is a great honor for me to visit the brotherly, friendly country of the Kyrgyz Republic and to participate in such an important event as the Chairman of the Bar Association of the Republic of Azerbaijan."

According to the e-huquq.az, this statement was made by the chairman of the Bar Association of the Republic of Azerbaijan Anar Baghirov during his speech at the II Congress of Lawyers of Kyrgyzstan.

Before the speech, A.Baghirov greeted the participants of the congress in Kyrgyz and expressed satisfaction with the invitation. His gesture was greeted with applause by the President of Kyrgyzstan Sadyr Japarov and the participants of the congress.

Continuing his speech in Russian, the chairman said that the joint participation of lawyers from both countries in various professional events creates favorable conditions for strengthening cooperation between the legal communities: "We share common values and are strong friends and partners within the TURKAV Organization, which unites representatives of both CIS and Turkic-speaking countries on all international advocacy platforms. I am convinced that our profession gains great dividends from such cooperation and exchange of experience, and given the nature of advocacy, the establishment of strong and influential lawyers in our countries fully meets public goals and objectives. At the same time, the rule of law, the protection of human and civil rights and freedoms, the access of citizens to high legal assistance guarantee a rule of law based on the protection of universal values in the constitutions of our peoples."

A.Baghirov informed the participants of the congress about the activities of the Azerbaijan Bar Association: "The Bar Association of the Republic of Azerbaijan is a fully independent, non-governmental organization uniting all lawyers of our country and operating throughout the territory of the Republic of Azerbaijan.At the same time, I would like to emphasize that for the first time in the Soviet space, Azerbaijan's advocacy received the status of an independent profession, back in 1999, under the leadership of the national leader of the Azerbaijani people Heydar Aliyev, the Law on Lawyers and Advocacy was adopted as part of the judicial and legal reform carried out in the country, and for the first time Azerbaijani advocacy gained the status of an independent profession. At the same time, the Bar Association manages the recruitment process independently, has the legal authority to bring lawyers to disciplinary responsibility, as well as take measures to improve the professionalism of lawyers. In recent years, the state has been paying due attention to strengthening the role and influence of the legal profession in Azerbaijan and improving advocacy. Let me show you only one fact: the number of lawyers in the country has increased 2.5 times, the number of law firms has tripled over the past three years, and, of course, much has been done to improve the institution of free legal aid. In turn, I want to assure you that we are ready to fully support the advocacy of brotherly Kyrgyzstan. At the same time, I want to emphasize that in carrying out reforms, we must first pay attention to the financial independence of advocacy, because without financial independence, advocacy can not be strong."

He invited his Kyrgyz colleagues to attend the trial in a lawyer's robe: " In conclusion, I would like to bring to your attention the decision of the Presidium of the Bar Association of the Republic of Azerbaijan. In recent years, it has been established close relations between the lawyers of Azerbaijan and Kyrgyzstan, and Mr. Rayimkulov has visited our country several times. Our friendship is eternal. According to the decision of the Presidium of the Bar Association of the Republic of Azerbaijan, our colleague Bilim Sardarbekovich Rayimkulov was awarded the title of "Honorary Lawyer of the Bar Association of the Republic of Azerbaijan" for his great contribution to the establishment of friendly and fraternal relations. Finally, I recommend our Kyrgyz colleagues to apply the lawyer's robe. Because if prosecutors and judges have uniforms, it must also have for lawyer."
