Chingiz Asgarov: Number of complaints to the European Court cannot be considered an indicator of the situation with human rights

"Over the past twenty years, the European Court of Human Rights has adopted more than 200 decisions in relation to Azerbaijan, in which violations of the provisions of the European Convention were revealed," Deputy Chairman of the Supreme Court of the Republic of Azerbaijan, Plenipotentiary Representative of the Republic of Azerbaijan to the European Court of Human Rights Chingiz Asgarov said this in an interview with APA.

"This is not a large figure in relation to the population of our country. Of course, it is desirable that as few decisions as possible be made regarding the state, but the fact that most of our territory was under the occupation of Armenia for about 30 years, and objective problems arose as a result, influenced the number of these decisions," he said.

He noted that sometimes information referring to the statistics of the European Court shows that Azerbaijan has a high rate among the member states of the Council of Europe in terms of the number of complaints filed against it: “This is not so. In fact, the figure given does not show the total number of applications, but the number of applications that have not yet been examined by the European Court, and consideration of these applications will not necessarily lead to a violation of the provisions of the Convention.

In general, I should note that in terms of the number of complaints about the size of the population, Azerbaijan is in the third ten among the member states of the Council of Europe, lagging behind many neighboring and Western European countries.

Also, the number of complaints cannot be considered an indicator of the human rights situation in the country. Azerbaijan always respects the decisions of the European Court and takes the necessary measures to implement them."
