Number of decisions made by the European Court on Azerbaijan revealed

Plenipotentiary Representative of the Republic of Azerbaijan in the European Court of Human Rights Chingiz Askerov commented on the allegations that Azerbaijan has the largest number of complaints against it among the member states of the Council of Europe.

In an interview with APA Agency, Mr. Asgarov told that the European Convention on Human Rights entered into force in Azerbaijan on April 15, 2002.

The Plenipotentiary Representative of the Republic of Azerbaijan in the European Court noted that over the past twenty years, the European Court of Human Rights has adopted more than 200 decisions regarding Azerbaijan: “These decisions revealed violations of the provisions of the European Convention. This is not a large figure in relation to the population of our country. Of course, it is desirable that as few decisions as possible be made regarding the state, but the fact that most of our territory was under the occupation of Armenia for about 30 years, and objective problems arose as a result, influenced the number of these decisions.

At the same time, sometimes referring to the statistics of the European Court, it is stated that Azerbaijan has the largest number of complaints against it among the member states of the Council of Europe. This is not the case. In fact, we are not talking about the total number of applications, but about the number of applications that have not yet been examined by the European Court, which will not lead to a determination of an absolute violation of the provisions of the Convention. In general, I should note that in terms of the number of complaints about the size of the population, Azerbaijan is in the third ten among the member states of the Council of Europe, lagging behind many neighboring and Western European countries. Also, the number of complaints cannot be considered an indicator of the human rights situation in the country.”
