Judges commented on allegations that phone calls were not responded in court

There are frequent complaints that some courts in Baku do not respond to calls to contact numbers. Lawyers and citizens claim that although they repeatedly called the relevant court authority's phone number posted on the Unified Judicial Portal to obtain any information, the calls were not responded to. And it causes dissatisfaction.

E-huquq.az tried to find out the source of the problem by contacting the persons responsible for media relations in a court.

Judge of Binagadi District Court Fuad Abdiyev told e-huquq.az that regular work is being done to eliminate the problem. “Binagadi District Court is one of the courts with the highest workload. There are 13-14,000 cases during a year in the court. There was even a time when about 20,000 cases were here. That is why there are a lot of calls from citizens. For instance, a citizen calls and talks with him\her takes 15-20 minutes. In some cases, they support citizens to answer their questions on the spot and search for and explain information about the case. At that time, other callers have to wait. That is the only problem."
According to Fuad Abdiyev, the problem is in the focus of the chairman of the court: “The chairman Araz Kazimov is sensitive to these issues and closely monitors them. The other day, we raised this issue. Mr. Araz held a meeting and expressed his remarks. He instructed that to consider the appeals of citizens in a timely manner and provide them with the necessary information. After that, there was no such problem in the court."

Judge of Khatai District Court Aygun Hasanova said that the non-response to calls may be due to the fact that in some cases there are too many calls: “As you know, Khatai district is one of the most populous districts. That's why there are too many callers. Sometimes it is not possible to physically answer all calls. Also, employees who answer calls do not always sit in the same place, do paperwork and have to leave the room. Incoming calls may not be answered when they are not in the room. But we always try that, citizens should not be dissatisfied, we answer their calls and explain the necessary information."

According to Narimanov District Court Judge Gultekin Asadova, the failure to answer the calls may be due to excusable causes: “Sometimes employees leave the room to carry any documents. Probably, calls are not answered at that time, i.e. when no one is in the room. It is impossible that they are not responding to the calls when employees are in the room. Because we have been instructed not to offend citizens, answer their calls and appeals, and provide necessary aid. If there is a problem, we will give instructions again. "

Judge of the Sabail District Court Ulviya Shukurova said that there was no problem in answering citizens' calls: “All calls are answered and forwarded to the relevant persons. Citizens are provided with access to court. I have always witnessed it myself. I saw that incoming calls were forwarded from the office to our room and the caller was given the relevant information. I can't say what the situation is in other courts, but we do not have any problems. "

Judge of the Baku Administrative Court Gunel Sevdimaliyeva also noted that there were no problems with answering calls: “ An incoming call may not be answered when the court clerk is not in the room. However, in general, citizens' calls are answered and they can get the necessary information. That is, there is no problem in answering calls in the court."

Judge of the Surakhani District Court Jeyhun Gadimov also attributed the failure to answer calls in time to the large number of incoming calls. The previous building had a lot of landlines. In the new building, there is only a landline in the chancellery. Citizens call the chancellery and incoming calls are forwarded to the relevant person. In some cases, due to the large number of calls, any call may not be answered."
