Anar Baghirov represents ABA at the international conference

"It has established friendly and fraternal relations between the Azerbaijani and Russian lawyers".

According to the e-huquq.az, the statement was made by the chairman of the Azerbaijani Bar Association (ABA), member of the Judicial-Legal Council of the Republic of Azerbaijan Anar Baghirov speaking at an international conference on "Advocacy, state and society" organized by the Russian Federal Chamber of Advocates (RFBA) in Moscow.

A. Baghirov said that in recent years, the ABA has been actively cooperating with the RFBA.

He recalled that on December 28, 1999, the Law of the Republic of Azerbaijan "On Lawyers and Advocacy" was adopted. A. Baghirov noted that the number of lawyers has increased 2.5 times over the past three years, advocacy has become much younger and the number of law firms has increased 3.5 times: "In order to be admitted to this profession in Azerbaijan, it is necessary to pass a serious choice. In the first stage, it should be given a test exam. The second stage is an oral exam - an interview. Then the candidates are given mandatory training courses, after which they are sworn in and admitted to the profession. "

A. Baghirov also spoke about the funds paid for legal aid at the expense of the state: "This process is carried out entirely by the ABA. The amount of these expenses is indicated in the state budget every year. At the same time, the practice of Turkish advocacy is applied in Azerbaijan. In particular, it is planned to affix a special stamp with all the protective features to each advocate order. It is given a unique number to the ABA for each mark. Funds from each contract signed by an advocate shall be transferred to another account of the ABA. These funds are spent on improving the working conditions of advocates in regional offices, repairing buildings and other activities.Thus, the financial independence of the legal profession is ensured."

Anar Baghiov also informed about the innovations in the field of digitalization of advocacy: "Lawyers are actively implementing the "E-court" information system. Among the immediate goals are the integration of lawyers into the "e-government" system, the introduction of electronic requests for full integration into the "e-court" system. It has been created a mobile application for lawyers and citizens so that every citizen can receive legal aid electronically for a certain fee. However, I should note that in Azerbaijan, certain categories of citizens use free legal aid."

A. Baghirov also noted that mutual partnership between the ABA and the Russian Federal Bar Association (RFBA) began in 2018, but achieved significant results in a short time.
At the end, Anar Baghirov informed the President of the RFBA Yuri Pilipenko, named by the Presidium of the ABA, that he was awarded the title of "Honorary Advocate of the Republic of Azerbaijan" for his contribution to strengthening partnership between lawyers.
