A Memorandum of Understanding signed between the UN Refugee Agency and the Mediation Council

The Representation of the UN High Commissioner for Refugees in Azerbaijan has signed a Memorandum of Understanding with the Mediation Council.

The Memorandum of Understanding, which envisages close cooperation in the field of protection of the rights of refugees, asylum seekers, stateless persons, and IDPs in the Republic of Azerbaijan was signed during the meeting held between the UNHCR Country Representative in Azerbaijan Guido Ambroso and the Chairman of the Board of the Mediation Council Nadir Adilov on March 30, 2022.

According to the terms of the Memorandum of Understanding, in order to promote the rights of refugees, asylum seekers, stateless persons, and internally displaced persons, it is planned to organize joint events to expand the capacity of the relevant bodies and mediators, as well as to ensure more effective coordination of the legal aid services.
UNHCR established its presence in Azerbaijan in December 1992 and since then has been supporting the Government of Azerbaijan in the protection of and assistance to refugees, IDPs, asylum seekers, and stateless persons.

The Mediation Council has been operating since February 2020, mainly regulating and supervising issues in the field of mediation. The Law of the Republic of Azerbaijan “On Mediation”, which is the main normative act in this field, was adopted in 2019 and came into force on July 1, 2021. According to the law, citizens participate in a mediation session before going to court on commercial disputes, as well as disputes arising from family and labor relations.
