"The purpose of the increase in duties is not to increase revenues to the state budget, but to strengthen the social protection of judicial staff".

According to the e-huquq.az, judge of the Nasimi District Court Samad Jafarov said it during an online public discussion on amendments to the Law of the Republic of Azerbaijan "On State Duty".

He said that the fees paid were a very small part of the costs of a case in court: "The funds allocated from the state budget to the judiciary are growing every year. We also see in the reports of the European Commission on the Efficiency of Justice that the state pays special attention to this. These funds are spent on strengthening the social protection of judges and court staff, as well as adapting court buildings to modern requirements. The recent opening of court buildings in the country proves this once again. Besides, for the convenience of citizens, the "Electronic Court" information system has been launched and other work has been done. "
S. Jafarov agreed with the opinion that the increase in court fees will give impetus to the development of mediation, adding that the interests of citizens were also considered in this issue. He noted that in case of failure to resolve the dispute through mediation, the citizen who applies to the court is exempted from a certain part of the fee.

"It is intended to be exempted from the state fee in proportion to the expenses incurred in mediation during the appeal to the court. That is, if a citizen applies to the mediation and does not reach an agreement , he will be exempted from the state fee in the amount of the costs incurred by the mediator when he applies to the court on the claim, "the judge said.
